A good example. The armed services are probably the most heavily racialy integrated institution in the United States. If the President orders that Gays and Lesbians be allowed to serve openly, the armed services will carry out that order. It will be messy for a while but it will get done. Now the question is which Presidential Candidate would have the back bone to impliment the policy.
