It's behaving in much the same way as it did when he was giving briefings.

So, I don't know how to interpret that, whether to think that he's deliberately lying, or that he's trying to cover up his own ignorance (that was my usual impression of him, that he was ashamed to consider that he might actually not be in the loop, and so he had to go out and try to fake it, only he didn't do it too well and it made him look like he was lying.)

I feel sort of the same way now about what he's saying, like there's something missing, something is not completely clicking for me.
