it's simply a reality that hispanic is a cultural designation, not a racial one

in the US, *most* hispanics are white. some are black, and a few are asian or indian

i have to make reports consistent with DOJ guidelines on this EVERY day i work.

racial designators are seperate from hispanic designator

doesn't mean the CT cops didn't do wrong, just that this is a distinction few people understand as to hispanic
