well... stupid

they didn't make the law, and based on some readings of it, they don't have much discretion.

fwiw, i have to enforce all kinds of laws i think are stupid. on some, i have discretion. on many others, i don't

the war on drugs and war on domestic violence have resulted in some messed up laws. beyond our control.
