It was immigration which detained him. Immigration has a different set of rules.

This law says a driver's license is valid.

Also, I've been stopped by immigration before, driving through New Mexico. My hair is brown, my skin is dark ( during the summer ) and my eyes so brown you can only tell if you shine a light into them. Otherwise they are black.
