He is actually way less than ordinary. He is a below average performer who was constantly bailed out by his admiral daddy and grandpa. He divorced his wife after she had an accident which left her a bit disfigured. He married money and got his start in politics with the help of a political machine. He has sucked at the government teat all his life and claims not to like government.
He is not a maverick. He is a hypocrite loser.
