Then that qualifies.

I probably should have said "legal resident" instead.

"perm resident card (which I am required to carry and show to any law enforcement officer ON DEMAND)"

My drivers license (which I am required to carry while driving ( in the west, all the time ) and show to any law enforcement officer ON DEMAND)
and if I don't have it, can be hauled off to the station, AT THE OFFICERS DISCRETION, even without this law.
