"Vitter's amendment also allows new areas to begin production offshore when the governor of a coastal state and that state's legislature petitions the secretary of the interior for permission to begin leasing within that state's outer continental shelf.

"The trigger allows for revenue sharing for new areas of offshore production, which, in turn, is good news for Louisiana's economy," Vitter said. "The situations we currently face as a state and as a nation call for bold action and real solutions. This amendment will have a highly positive effect for Louisiana in particular, strengthening our state's economy while helping reduce gas prices and reduce our dependence on foreign oil companies and countries."
