Despite what many wish to hope or project on these leaks, the Downing Street Memos were far more revealing. Once the booosh regime decided to go to war they were going to find a way...9/11 or no 9/11.
These aren't the ultra-confidential memos of the head honchos...just the usual prattle that is part of the diplomatic world. I don't see it as much a "leak" or revelation as a window into how the sausage is made.
