Women can swim there, but there's that little problem with the vice police nabbing any Saudi woman who wears a conventional swimsuit. So they've made do with improved fabrics that cover skin without slowing the swimmer down.

In fact, current female Olympic swimmers do roughly the same thing, but with more of a technological edge.
