My point being that I would ascribe what happened to the government having a rare flash of insight into its own incapacity to handle the situation in a better way. I'm certainly not arguing that racism didn't, or doesn't, exist !!! On the other hand, a secret society can, of course, communicate with members located at a distance, so I think the geographical argument that you invoke doesn't hold water.
