It's not a modesty thing but a comfort thing. I remember seeing some cheesy 80s movie with a very large breasted woman riding topless on a horse and I thought, "That has to hurt".

One thing I've never understood is why backsides are considered taboo and indecent. Everyone has a butt, so what?

Allowing women to go around topless is NOT going to stop men from being turned on by breasts. Men are turned on by many things that are allowed to see that light of day, like legs, hair, mouth, eyes, etc. The only way you're not going to get men to drool over the female body is to force us to wear burkas. You just need to have hope that most men are able to control themselves and respect women. (I think most of them do, it's just s minority of assholes who give the rest of them a bad name).
