all the way through. Simply put: the more they spend the more they make now. Exactly the opposite of the old system, where the more they spent the less they made.
neither system works for the taxpayers.
tying costs to medicare costs would be a better way to go. then we would only ahve to check if they are providing decent health care, not checking each billing as well.....
