Those you mention enacted tiny slivers of Progressive thought in order to save their asses...
In addition, if the USAmerican public is asked the questions about whether they support Progressive values and policies, about 80% would answer in the affirmative...
But USAmerica does not have nor has EVER HAD a truly representative government...nothing approaching a democracy...
