Child support. A lot of people leave a state to avoid paying child support. It's more common than most people think. The new driver's licences will have enough information to track down deadbeat parents across state lines. That's a large part of the reason many teabagger types oppose such modern IDs. What they'll do when it's universal is simply drive without a licence. They're that committed to avoiding paying for the support of their own children.
Yet another reason why they fail.
