The same reason why there were jobs all over the South while The Rust Belt was being formed in the upper mid west & north east..

Cheap/non-union labor, nearly-free land for corporatists, sweetheart tax deals for those corporatists, a wink & a nod on pollution regulations, the usage of state money to "improve" those sites..

When you actually do the math those jobs often end up costing the state money in the long run..

companies often milk it for as long as the "deals" last and then pullup stakes as they head to the next state on the downward spiral map..
