"Here's what really goes on. Companies submit a bid for these projects and include the provision for paying prevailing wages. The company gets the money from the contract, and then they turn around and pay people $10/hour, pocketing the money that was supposed to go to their employees as part of the bid. Yet because the ones bringing the suit are sex offenders, they are the bad guys. Anything to divert attention from the fraud that is going on, right?"
