As if he wasn't dumb enough, he also suffered from brain rot throughout most of his presiduncy. At least Perry has a greed motive for being in public office. Raygun genuinely thought he was doing the right thing as he was allowing evil people to pull his strings. He was totally ignorant and indifferent to what was going on in his own administration at all levels. Raygun was an actor, and not even a good one at that. He could read a script somewhat convincingly. That's really the only thing good you can say about him.
