In order for the new voter suppression rules to work, the GOP needs to neutralize Eric Holder and his ability to reject requests to alter voting rules in states that have requested it. This investigation will tie up Holder in red tape while the leftovers from the Bush admin who are still in the Justice Department can operate unmonitored. Obama should have removed all of them.
