1. It's time for a national vote then!
Until we get the feds off the backs of states who have legalized MMJ in some form, the problem will linger. So, we take away their power to do so. Marijuana prohibition has been used to fund law enforcement for 50 years. The vast majority don't go to prison, they pay fines and probation fees. In Texas, any properties confiscated goes directly to law enforcement (learned this from my nephew who is a state trooper). They use it to build training facilities and the like. Since the fines are much higher than traffic violations, it makes up a big portion of the monies collected to pay for law enforcement. This is why staes are reluctant to legalize it. They don't realize that if they can tax it, they can have that money without having to squeeze it out of arrests and court costs, which are clogging dockets all over the nation.

So, let's vote on it. But, since we are now in the majority, you won't see it on ballots anytime soon, as long as the feds have anything to say about it. They like the power! They like hassling Americans over petty shit so they don't have to tackle the big problems.
