MOSCOW, May 19 - Setting up a political tug of war, Russia asked Switzerland today to return a former atomic energy minister to Moscow rather than the United States, where he faces charges that include tax evasion and money laundering.
The Swiss authorities arrested the official, Yevgeny O. Adamov, on May 2, after American prosecutors charged him with embezzling $9 million in Department of Energy funds earmarked for the security of Russian nuclear facilities. Mr. Adamov was arrested in Bern and is being held in jail there on a warrant from the United States.
His arrest touched off an uproar here, with some lawmakers going so far as to request that Russia's special forces be sent to assassinate Mr. Adamov lest he spill any nuclear secrets.
The Russian Foreign Ministry lashed out at the extradition request by the United States and said that if Mr. Adamov were to be tried on any charges - he is currently not facing any in Russia - it should be in his own country.
