Chechen Rebel Claims Outage Responsibility (Moscow)
A rebel-linked Web site said Friday that Chechen warlord Shamil Basayev had claimed responsibility for Wednesday's power outage that plunged Moscow into chaos.

The blackout affected millions of people in Moscow and surrounding regions. The outages began with an explosion and fire at a 40-year-old substation and then spread in a cascade effect, reaching as far as the Tula region, 120 miles to the south.
