Bolton May Accept Recess Appointment
Stalemate Continues on U.N. Nomination

By Charles Babington and Dafna Linzer
Washington Post Staff Writers
Wednesday, July 13, 2005; Page A04

John R. Bolton's nomination to be United Nations ambassador was the hottest issue in Congress a few months ago. But it has virtually evaporated this summer, eclipsed by speculation over a Supreme Court nominee and the fate of the president's top political adviser.

With neither the White House nor Senate Democrats showing any sign of yielding in their long-running dispute over documents related to Bolton's State Department work, speculation is rife that Bolton is prepared to accept a recess appointment good through the end of 2006, despite warnings from some GOP senators that it would weaken his influence and effectiveness.

Although the Senate has twice voted to sustain a filibuster against his nominee, Bush has refused to surrender the fight over Bolton. "The president continues to believe that John Bolton should receive an up-or-down vote, and he encourages the Senate to move forward on his nomination," spokeswoman Erin Healy said yesterday.

But an administration source who is close to Bolton said that Bolton is prepared to accept a recess appointment next month unless the administration and Senate Democrats can resolve differences that have held up the confirmation for four months.

14. The Chimp chickened out of the up or down vote at the UN too
On national television, he promised us ... HE PROMISED US ... that one way or the other he would submit the issue of Iraq to the UN Security Council for a final vote. He never did. Instead, he bugged the offices and homes of the UN Security Council members and tried to put behind-the-scenes pressure on them. After that, without ever getting a final vote, he blamed Germany and France for not backing the war, despite the fact that almost every nation on the Security Council would have turned him down as well.

4. No surprise there...
... and it's quite funny that this is couched in language that Bolton must finally give in. The Bushies want him in now so badly their teeth hurt--because the UN and Kofi Annan say that reorganization and reform of the UN are necessary--the neo-cons want Bolton there to be the bull in the china shop and to reshape the UN into a tool of the United States (or to a greater degree than it is now).

The ultimate Bush aim in this is to marginalize as many of the smaller countries as is possible, and as many of big ones, too, to whatever extent that can be done. After all, Bolton's the guy who's said there should be only one permanent member of the Security Council--the United States--because we're the only one that matters. He'll take that attitude into the reform fray, recess appointment or no.

Cheers.

6. He doesn't even deserve a recess appointment.
I just can't believe this President is so stubborn as to appoint this damaged low life to this post. Again,Bush proves he doesn't care how he wins as long as he does. Can't something be done at this point to finally get rid of this person who want to in flick so much damage on the UN?

12. Actually, no
sometimes the kid with the disability turns out to be a pretty good ballplayer. Nothing of the sort will, of course, occur with Bolton.
