David Hicks is unlikely to be formally charged by US authorities in the next few days, meaning Prime Minister John Howard's mid-February deadline will not be met.

Sure, while Johnny supports W's war, W will provide some help now and then (like sending Armitage down to piss on the opposition during the last election cycle). And W will share some Rovian tactics for turning anxiety into votes (though some of the Rovian tactics will be stuff like attacking Obama, which American Publicans will like but which may not actually help Johnny much). But reciprocity isn't part of the deal: Johnny will get naught but a long stall if he tries to get anything from W that W didn't offer first.
