Suspect package found at German chancellor's office

German police found a suspicious package in the post at Chancellor Angela Merkel's office in Berlin on Tuesday, a government spokesman said. Merkel was not
in the building at the time.

"A suspicious package was found in the post office of the chancellery," the spokesman said. "It can't be ruled out that the package contains explosives. The investigation is
continuing. No one has been injured."


According to the news website 20-Minuten Online, the German-language daily Tagesspiegel reported that the package contain "explosive material" and was neutralized by a bomb disposal unit.

4. I'm sorta curious for anyone potentially in the know
There's a lot of different ways this-thing-go-boom stuff is described in the media the past several days. "Explosives," "explosive material," "potentially explosive material" (in the sense that they know what it is, not "there might be something explosive in this box") and so on.

Is there any particular rhyme or reason to the different phrases?
