... Starting a little after 2 p.m., the man addressed the school board briefly, before using a can of red spray paint to paint a large "V" with a circle around it on the wall of the building. The man pulled out a gun, and released the women and children from the room, taking the others hostage. Tensions built while the man questioned the school board. The suspect then began firing, and SWAT teams responded and burst in.

At this time, it's believed the man fired blanks at school board members, and was then been shot by authorities, or may have shot himself, though that is unclear at this time ...

Panama City, Fla.— A gunman opened fire during a Florida Panhandle school board meeting Tuesday, police said.

Panama City police Sgt. Jeff Becker said one person was shot, but he would not say if it was the gunman or someone else.

WMBB television reporter Nadeen Yanes told her station that the man came up to the podium at the Bay District School Board meeting and said he had a motion. He then pulled out a can of red spray paint and painted a V with a circle around it.

Yanes told the station he pulled out a handgun and started talking. She said school board member Ginger Littleton hit the gunman with her purse and he pushed her to the ground and started firing randomly.

The Bay District School Board meeting was disrupted by a man with a gun while it was in progress.

According to News 13’s Nadeen Yanes, who was covering the meeting, the man came up to the podium and said that he had a motion to make to in meeting, The man then pulled out a can of red spray paint and painted a “V” with a circle around it.

He then pulled out a handgun and started talking about miscellaneous stuff. According to News 13’s reporter, School Board member Ginger Littleton struck the gunman with her purse and he pushed her to the ground and started firing randomly in the building. Yanes said that at least 10 shots were fired.

Yanes and other persons in attendance at the meeting ran outside as police entered the building.

Reporter Daniel Carson was in the room and here is his account, given after making a statement to police:

"They had just got into the action item portion of the agenda, having a discussion about a revision to school board policy. This guy had been sitting in the back of room, not acting irratically or anything. He got up and walked to podium, but I couldnt see that he had a gun.

"He pulls out a can of red spray paint, muttered something like 'you're a bunch of assholes' to school board ... and draws on the wall a red circle with 'v' through it. He pulls out this gun that turned out to be a cap gun, I think, and he started talking to the school board and told everyone to clear the room except the men on the school board.

"Then Ginger Littleton, I think, swung her purse at him. Nobody knew it was a cap gun. I couldnt tell if he hit her or not, but looked like she kind of went down. She's not injured by the way."

CNN article now says that the Superintendent thinks there were blanks mixed with live rounds, but the police say it was all live rounds. There were bullet holes behind the Superintendent's desk.

It seems now the guy was a bad shot.
