Interim Government to Declare Libya Liberated

TRIPOLI, Libya—Libya's interim governing authority is set to formally announce the North African country liberated from the slain strongman Moammar Gadhafi and officially set out a more-detailed political process to help Libya achieve a more representative democracy.

Libya's new leaders will declare liberation in the wake of Moammar Gadhafi's death, paving the way for the formation of an interim government followed by the first free vote in 42 years

Tens of thousands of Libyans were expected to attend the celebratory speeches held in the eastern city of Benghazi, the birthplace of the eight-month uprising that toppled Col. Gadhafi, amid both a sense of relief that the war is over and a growing sense of unease about what the future holds.

The pressure is mounting for the interim authority known as the National Transitional Council to detail the blueprint for a political transition.

Since the fall of the capital Tripoli two months ago, political tensions have been intensifying and the NTC has faced stiff criticism as regions who independently fought off Col. Gadhafi's security forces and power military commanders have challenged its legitimacy and the makeup of the NTC. Many of the top officials in the rebel-run administration are either former members of Col. Gadhafi's regime who switched sides early in the revolution, or expatriate Libyans who had fled the dictator's oppression.
