U.S. approved use of dogs against prisoners

WASHINGTON, June 22 (Reuters) - President George W. Bush said he has never ordered the torture of Iraqi or al Qaeda prisoners as the White House on Tuesday released secret documents showing the use of dogs to induce fear was approved among interrogation methods at Guantanamo Bay and then abandoned.

The White House release of a thick file of newly declassified papers tried to demonstrate that Bush and his top aides, in setting policy on interrogation methods, insisted that detainees at Guantanamo Bay, Cuba, be treated humanely.

"Let me make very clear the position of my government and our country: We do not condone torture. I have never ordered torture. I will never order torture. The values of this country are such that torture is not a part of our soul and our being," Bush told reporters at the White House.

But Democratic Senator Patrick Leahy of Vermont accused the white House of releasing a "self-serving selection" of documents. "The stonewalling in the prison abuse scandal has been building to a crisis point," he said.

1. Just fill out the paperwork
Rumsfeld abruptly rescinded most of the aggressive tactics in a Jan. 15, 2003, order and said if any of them were believed needed a request should be forwarded to him for a decision with a "thorough justification" and a "detailed plan for the use of such techniques."

Please give a detailed description below of the torture you plan to inflict on prisoner. Be specific. Attach additional sheets and diagrams if necessary:

"I will be inserting subject's left testicle into a Black & Decker 3¼ inch clamp, then applying 28.7 foot-pounds of torque, gradually increasing to 50.2 foot-pounds until he bleeds from his eyes or his teeth explode. I will be doing this in a compassionate and loving manner, devoid of malice or sadism."

2. Still haven't seen the WaPo dog attack photos
anywhere, besides a little box on their site on Raygun planting day.

I mean the bloody ones. Trent Lott, who did, gets away with floating this evil crap:

A: I was amazed that people reacted like that. Did the dogs bite them? Did the dogs assault them? How are you going to get people to give information that will lead to the saving of lives?

4. A kick for Rumsfeld
Using detainees' "individual phobias such as fear of dogs to induce stress."

Rumsfeld scribbled a note on Haynes' memo that said, "However, I stand for 8-10 hours a day. Why is standing limited to 4 hours."
