SACRAMENTO, Calif. -- California's pesticide regulations often duplicate federal rules, slowing the introduction of new pest controls without doing much to protect public health or the environment, according to a government reorganization plan reviewed by The Associated Press.
The 2,500-page report, scheduled to be sent to Gov. Arnold Schwarzenegger on Tuesday, recommends California reduce red tape by increasing its reliance on federal standards.

Four California groups plan to protest the proposal Tuesday, saying the state is not doing enough to regulate airborne pesticides that can drift from farming to residential areas or onto farm workers.
"Pesticide drift accidents continue to poison entire communities and neighborhoods in agricultural areas of California," Paola Ramos, of the Latino Issues Forum, said in a statement.
