UN: Khartoum 'behind Darfur killings'
http://news.bbc.co.uk/2/hi/africa/3544274.stm

A report from a United Nations investigator blames Sudan's government for extra-judicial killings in the western region of Darfur.

"The government of the Sudan is responsible for... summary executions of large numbers of people," Asma Jahangir said in the report.

The UN investigator on executions said the killings amounted to crimes against humanity.
...
She said it was frequently impossible to distinguish between the army, the Popular Defence Force and the Janjaweed militia which has been widely blamed for massacres.

1. HRW: Arab League: Condemn Atrocities in Darfur
http://hrw.org/english/docs/2004/08/07/darfur9197.htm

Human Rights Watch mentions the Arab League's report that was buried at the Tunis summit. At the time, I posted an editorial from the Daily Star that was extremely critical:

The Star has continued in that vein:

http://www.dailystar.com.lb/article.asp?edition_id=10&article_id=6824&categ_id=17

So the Arab League has been blocking action in the UN, but by their own report they know what the true problem is.

And has the AU been true to its own reporting, or have they sacrificied the truth for political expediencies? I couldn't say.

The UN of course is developing quite a track record for ignoring the reports of its own experts.

How did it happen that more than a million people wound up on death's door? Alibis and excuses, that's all I hear.
