WASHINGTON, Aug. 16 /U.S. Newswire/ -- The Libyan National Oil Corporation announced today it was inviting tenders for 15 sites. Details below (please see the link):

http://www.noclibya.com/NOCbid_English.htm

The National Oil Corporation ("NOC") invites all interested international companies to participate in the first bidding round (the “Bidding Process”) for the award of certain exploration and production sharing agreements ("EPSA")

There will be a presentation in Libya at the Mehari hotel, Tripoli on Sept. 5 and at the Langham Hilton Hotel, London, on Sept. 14.

The news was welcomed by John McInespie, of Butera & Andrews, the Washington DC law firm which was the first U.S. firm to form an alliance with a Libyan law firm to do oil and gas deals.

"This is good news. The Libyans have done this in their own time and will not put their eggs in one basket so we think that there will be plenty of room for the smaller players."........cont'd

____

Colonel Gadhafi's charm offensive includes offering contracts with Libya's National Oil Corporation (NOC). The state-owned integrated oil company controls Libya's petroleum industry; it has proved reserves of 29.5 billion barrels of oil equivalent. NOC engages in exploration and production primarily through agreements with foreign companies. Libyan oil accounts for 95% of the country's exports with Italy being Libya's largest oil customer. The country is looking to recover economically following the removal of the international sanctions slapped on Libya in 1992 in the wake of the bombing of Pan Am Flight 103. To this end NOC signed a $1 billion gas development deal with Royal Dutch/Shell in 2004.
