NEW YORK (Reuters) - Halliburton Co. on Tuesday said the U.S. Army will withhold payments of 15 percent of future bills, apparently backtracking on an earlier deal.

If this was Al Gore or John Edwards' former company given special treatment for billion dollar noncompetitive govt contracts, you can be sure we would hear all of the scandalous details of cost overruns and gross billing overcharges ad nauseaum. There would be highly publicized congressional hearings and it would merit front page coverage and widespread condemnation about the war profiteering.
