By Jim Drinkard, USA TODAY.. the law, named for its Senate sponsors John McCain, R- Ariz., and Russ Feingold, D-Wis., doesn't address spending by outside political groups such as the anti-Kerry Swift Boat Veterans for Truth or the larger, pro-Kerry groups that have spent tens of millions of dollars.
The law bars the political parties from soliciting or accepting large corporate, union and individual donations known as "soft money" and puts some restrictions on ads naming a federal candidate in the period just before an election.
But when it upheld the law last year, the Supreme Court said outside groups remain free to raise unlimited contributions from individuals to finance political activities. Such groups have multiplied this year, primarily on the Democratic side, financed by multimillion-dollar contributions by wealthy figures such as international financier George Soros.
McCain testified before a Senate committee in July that the law's main purpose was to break the corrupting link between federal officeholders and party officials, and big donations. "That goal is being accomplished," he said. ..
