Bush second only to Clinton in putting imprint on federal courts

President Bush has put a sizable footprint on the federal judiciary, with the latest example coming Tuesday with Senate confirmation of Michael Schneider of Houston to a federal judgeship in East Texas.
Bush has appointed almost a fourth of all lifetime federal jurists on the nation's trial and appellate courts,
second only to President Clinton, who had two White House terms. But unless Bush is re-elected, he likely will be the first president since Jimmy Carter to leave the White House without nominating a U.S. Supreme Court justice.
Bush has put nearly 200 federal judges into place. Democrats blocked confirmation votes on some high-profile, controversial nominees, but Bush appointees still made up at least 22.6 percent of the federal bench before Schneider's confirmation, according to statistics gathered by the Washington-based Alliance for Justice.
