Costa rica has no army and no resources in Iraq. They were expressing opposition to terrorism.

San Jose -- Costa Rica's highest court has ruled that the United States cannot name the pacifist Central American country as one of its coalition partners in Iraq, and the government was preparing a letter yesterday asking Washington to remove it from the list.

The ruling, announced late Wednesday, was cheered by a country that widely rejected the U.S.-led war. <snip>

6. Costa Rica sums up what most of the Coalition members are:
Tom Casey, a State Department spokesman, said Costa Rica's membership in the coalition was an expression of the country's opposition to terrorism, and he noted that Costa Rica, which does not have an army, had provided neither troops nor economic assistance for Iraq's reconstruction.

So if you're providing neither troops nor money towards a war then why are they on the list? How many other countries are on that list providing absolutely nothing to the efforts.

13. Does anyone remember the first one to break ranks?
Once there was a precedent set for pulling out, the others started backing away, also.

I think a lot of folks would have imagined they were only able to snag these smaller, weaker countries through either intimidation or through bribes.

When they realized how much they really stand to lose, they started gaining courage. Bless these governments for finding their honor a little late, but, by God, better than never.

22. sadly, this wasn't a government decision...
the government defended the inclusion on the list... it was a lawsuit brought on by a student and the Ombudsman, that made the Constitutional Court to rule the country had to be removed from the list.

in response to F-911 opening in Costa Rica a few weeks ago.
This also coincided with the absurd terrorist warnings in central america.
I was down there and the people weren't fooled.
Hopefully other nations will continue the slide.

21. nope... it was because of a lawsuit...
The Constitutional Court has been studying the case for over a year, and finally ruled 2 days ago.
