- Most of the nation's colleges and universities are not obeying a 1998 federal law meant to make voter registration easier for students, according to a new survey by Harvard University.
The survey was released Monday by Harvard's Institute of Politics and The Chronicle of Higher Education. It found that only 16.9 percent of surveyed institutions complied with a 1998 amendment to the Higher Education Act that requires colleges to obtain voter-registration forms 120 days before the local registration deadline and distribute them to all students.
"Colleges and universities need to get off their duffs and make sure the spirit of the law is met," said Institute of Politics Director Philip Sharp.
More than two-thirds of institutions surveyed, however, made some attempts to observe the law and create voter registration efforts on campus. In addition to the 17 percent that fully comply with the law, an additional 49 percent of surveyed schools make voter registration materials available on campus and host on-campus registration drives.
