You may or not recall the Contract for America that was the brain child of the 104th Congress. Newt claimed to be the author.

With a majority in both the house and senate the agenda presented to the public was "We will slash Washington spending".

What they slashed was firing 98% of all Congressional staff.
The Congressional staff to Senators and congressmen were the people who actually wrote the bills and the the budget proposals.

Without any Congressional staff with any experience left to write a budget, there was no budget. A government shutdown ensued as if it was a power play when in fact no one knew how to write one.

The Congressional jobs were privatized/outsourced to people who volunteered (at big bucks) their services. People like lobbyists and right wing think tank pundits began writing the laws and budget.

A $trillion vanished at the Pentagon, laws like the "trival lawsuit bill" actually mad3e it legal to let CEO's intentionally lie about their corporate profits and losses which led to the Wall St. meltdown by Enron, World Com and the like.

Back in 94 on behalf of the GAO we looked around at the assembly of the new Congressional staff. Not a single person was over 30. People saying that if this is the collective experince in Washingon, the country is in deep trouble. All the fresh faces appeared to be right out of grad school. These staffers were either complicite with lobbyists doing their work for them and with a wink and a nod subbmitted whatever they were given.

Things have only changed for the worse as the way of doing business has gone the opposite direction of true representation.

The young kids in Government staff positions is common place now. Their naieite' and bible college background assures a manipulation by the think tanks and lobbyists to an unprecedented degree. But now they think they know how to write a budget and submit it on time.

Once that the vote counting system for elections is now privatized, the coup will be complete and self perpetuating.

The projects they have been given at the OMB has caused a huge loss of time and productivity of government agencies across the board. After all the BS and rounding off that is done the real agenda such as controlling what kind of science is to be done has become clear.
