Gov. Jerry Brown signs Dream Act for state's illegal immigrants

Declaring the need to expand educational opportunity, Gov. Jerry Brown announced Saturday that he has signed legislation making illegal immigrants eligible to receive state financial aid to attend California universities and community colleges.

Brown said he signed the California Dream Act because it makes sense to allow high-achieving students access to college financial aid.

Under AB 131, illegal immigrants who are accepted into state universities can receive, starting in 2013, Cal-Grant assistance, which last year provided grants averaging $4,500 apiece to more than 370,000 low-income students.

The measure also allows students who are not in the country legally to get institutional grants while attending the University of California and California State University systems, and to get fee waivers in the California community college system.

as opposed to merely voting against NutMeg.

Still, you've gotta wonder why he's so down on In-Home Supportive Services, Adult Day Health Care, and Medi-Cal in general. :grr:

2. He's got a really horrible budget situation to deal with.
That means sometimes making trade-offs you wouldn't under other circumstances.

3. Just for a moment there, I thought he might actually do something about that.
Right in that last week or so before we got thrown under the bus the deal went down, he made noises about reassessing the vast amounts of commercial property that had fallen through loopholes under the dreaded Prop 13. I figured that would be just the thing to get the repukes off their a$$es and get a fair deal with additional revenue done.

And then -- nothing. The lives of my many friends and colleagues who need those safety net services to stay independent -- or in some cases, alive -- are not negotiable. They are not "trade-offs". :grr:

5. Many decisions can be serious. Government is about prioritizing.
You can attach life or death consequences to any decision, ranging from a cut to nursing homes to shaving 5% off the state police budget. Sometimes decisions have to be made, and you simply can't fund everything. "More revenue" isn't always an option.

6. More revenue from commercial properties that have not been revalued
in 30 or 40 years is definitely an appropriate option.
