Election Day 2004 is past, but it's not over.

Take Darrin Scroggins. Young and black and newly registered to vote,
Scroggins almost passed up that right. On Nov. 1, a large postcard,
addressed to him or "current resident" arrived in the mail.
A drawing of an official-looking badge took up the center of the
card's front. Above it, in bold letters: "Your Registration Maybe
(sic) Under Suspicion," followed by a simple warning below the badge:
"Voter Fraud = 5 Years in Jail."
The message on the other side was equally sinister:
"Voter Fraud Has Been Detected In Your Area
"All Registration Papers are Under Review
"Poll Watchers Will Be Present On Nov. 2.
"Violators Will Be Charged With a Felony
"IF YOU BREAK THE LAW YOU WILL BE PROSECUTED."
