Bush's vacation and the trips he took to some states during the month were promoted as the ``Home to the Heartland Tour.'' It was a way to highlight a new emphasis on such values as character education and people helping their neighbors.
At the time, the president was trying to decide whether the government would finance embryonic stem cell research. He had also promised to return to Washington after his vacation with new ideas for improving community life and promoting family values nationwide. Adoption, teenage pregnancy, school safety, truancy and affordable housing were among issues he probably would discuss upon his return.
Five weeks later, his world, everyone's world, changed.
Terrorists hijacked four jetliners and crashed them into the World Trade Center, the Pentagon and a field in Pennsylvania, killing nearly 3,000 people.
