TREASON: should the proof be the PDB standard? Or the Iraq standard?

Bush and Rice say they couldn't move against Al Queda without "actionable intelligence" and say there was none in the PDB.

Then they brought the full force of the world's greatest military power against a non-threatening sovereign nation merely on flimsy, contrived and falsified intelligence.

I wonder which standard of evidence the WH would like the American people to use when considering high crimes and misdemeanors. That they say they used against al Queda? Or that they used against Iraq?
