I found this while searching the web for something else. Opinions are greatly appreciated.

I want to know WHY ballot creation should be a part of the VR. Voting systems have obviously been capable of doing that on their own without the VR for some time. What the heck gives here?

I will be on later to discuss this...but now...I am off to the office.
