He shows all the signs of a little boy being forced to "say sorry to your brother". The parents push the two kids together in an effort to broker peace among the kids. That's exactly what it looks like.

Also notice Chirac's left hand as he shakes Bush's hand. He's got his index finger pointed directly at Bush's face. This is very deliberate, and he's doing it for his people. He wants to show them that he'll take no shit from this little shit.

Check out Bush's eyes. Look how puffy they are. His face also looks very swollen, like he's on a lot of medication.
