Government Rumored To Be Withholding Army Benefits

I was talking to a good friend of mine online tonight, who has a fiancee in the Army.

She has told me that "funds are running low", and the word is that their sign on bonuses and stuff aren't going to be paid for a while..


Anyone else able to substantiate?

If true, how low will they go!?
