In response to polls indicating a two-to-one public disapproval of Reagan's cutbacks in federal aid to education, the Blair House group ordered a communications offensive that emphasized "excellence in education," merit pay for teachers and greater classroom discipline. The end result was to reverse the polling figures to a two-to-one support for Reagan, without the actual Reagan policy changing at all.

"The President himself made some twenty-five-odd appearances on the issue of education," recalled Knight-Ridder correspondent Saul Friedman. "They understood that to shift the fulcrum of the debate, you have to do it with repetition, which the President is very good at."

Repetition was necessary because, in a modern electronic society, the messages that actually pierce the static and register on people's consciousness are those which are repeated over and over again.
