Nixon's funeral, Pubs only
There is no reason to think a Democrat should speak at Reagan's funeral. At Nixon's funeral Clinton spoke, because he was the President at the time. Otherwise, it was all Republicans. Billy Graham, Kissinger, Pete Wilson and Dole. This whole Clinton/Carter thing is much ado about nothing. Respect somebody's wishes for their own funeral. I sure as hell wouldn't want either of the Bushes speaking at Clinton's funeral.

I don't believe it was (probably because of Watergate & his resignation)

2. I would be surprised if it wasn't.
I think all presidential funerals are paid for with tax money. One of the perks of the office.

3. It wasn't a full blown state funeral.
It was held at the Nixon library in California. Not the big state funerals like LBJ and RR.

5. FYI : I've heard news reports that LBJ was the last state funeral
So Nixon's wasn't. Don't know the protocol for who gets one & who doesn't.

8. It's up to the family.
Every former president can have a state funeral when they die. But the family has the last say in the matter.

it was the family's request that it not be a state funeral, but I expect we picked up tab was he was still a former President.

No Clinton confidant would ever give Drudge a scoop of any kind. Clinton probably doesn't give a fig. He'll just be happy to attend and pay his respects.
