Can Chalabi use all the money we gave him to run in the Iraqi elections?

Can Chalabi use all the money we gave him to run in the Iraqi elections?
Are there any election laws in Iraq? Can the 29 million we gave the INC plus the 300,000/month that we were giving them be used by them to run in the elections?

It's really been bugging me that we may have legally bought the "democratic" elections that Iraq is supposed to have. I know that we have laws that prevent campaign contributions by foreign governments, but I doubt that Iraq does. With gas at $.05/gallon, it seems like you could buy a lot of democracy for $1,000,000.

7. I should have put the word democracy in quotes.
I'm assuming that it's money he "earned" and that there aren't any laws regarding elections.

No amount of money would allow Chalabi to win an accurate election for President of Iraq.

In an election conducted on papaer and counted by people, he wouldn't stand a chance.

4. He can buy whatever he wants. He has the "goods" on a lot of
people. He will get more money from our Treasury, I am sure. Not overtly, but he will.
