Something to the effect of...
"The New York Times once said 100 years from now, people will be glad FDR was President. They won't have to wait 100 years to be glad Ronald Reagan was President."

That's a slight to FDR. Pure and simple...

1. In inimitable Bush style, he mangled meaning.
He quoted the NYT obit for FDR, the quote being that in 100 years, America would thank God that such a man was president at the time. He then said we didn't have to wait 100 years to thank God for Reagan. This slighted both men. Reagan, because he was an FDR guy, and his stupid words suggested that in 100 years, Reagan won't be known. It was a slap at FDR, suggesting that we haven't recognized his greatness, and will not for another 41 years (100th anniversary of FDR's death).

Just stupid Bush Talk.
