Was there ever a vote on the "global war on terror?"

I can't recall if there was ever a UN vote declaring war on terrorism. It couldn't be just a US thing since we don't, technically, control the globe.

... as long as there's a Bush in office.

The UN, by charter, can't declare war. It can send in troops from participating nations to quell disturbances (probably why Korea was described as a "police action").

Bush, by the Constitution, can't declare war.

There is, officially, legally, no war on terrorism.

There may be resolutions condemning terrorism, and specific resolutions providing support for the investigation and eradication of terrorism.

There is no officially-declared war on terrorism.

Lot of talk from the Bushies about it, though. That should say it all.

It takes a country, i.e. the USA, to be at war with someone else. Hell, anyone else it seems.
