8. No, no. He was REALLY manic. In the G-8 one, he had this

weird, weird laugh attack when asked how the G-8 members got along... that is around 3/4 of the time for the conference.

And his explaination of what a discussion is was unbelievable. Like he's talking to 4 year olds. But he's insane. I don't know if he's getting any worse--they so rarely let him speak off the cuff anymore so it's hard to judge. He was pretty darn testy about multi-part qauestions in the Karzai conference. Pathetic.
